Sheila Stine serves as eMDs General Counsel and Privacy, Security and Compliance Officer. She joined eMDs in July 2016. Stine has over two decades of legal experience in health law, privacy and security in both the public and private sectors. Stine has expertise in HIPAA, data breach preparation, breach triage, government benefit program and state and federal confidentiality. She has overseen and led triage of thousands of data breaches, including a number of high-profile events, for public and private entities. She has implemented privacy, security and breach governance programs; drafted and advised on the development of health laws and advised on health law transactions for numerous healthcare providers and plans.
Previously, she served as the first Chief Privacy Officer and Special Counsel for the State of Texas Health and Human Services System and oversaw one of the largest public privacy offices in the county. She also served in general and special counsel roles for other government agencies and large law firms.
Stine earned a J.D. with honors from South Texas College of Law and a Bachelor of Arts in Journalism with honors from the University of Houston.
